Queen Mary University of London appoints Judge Konrad Marciniak as Visiting Professor

Queen Mary University of London is pleased to announce the appointment of Judge Konrad Marciniak as a Visiting Professor in the School of Law. Judge Marciniak brings a wealth of expertise in international law, with particular focus on the law of the sea, environmental law, and treaty law.

Judge Marciniak holds a Master in Law (2006) and a PhD in International Law (2014) from Cardinal Stefan Wyszyński University in Warsaw. His distinguished career spans both academic and diplomatic spheres, underpinned by over 15 years of service in the Treaty and Legal Department of the Polish Ministry of Foreign Affairs, where he served as Director and Legal Adviser from 2019 to 2023.

Throughout his career, Judge Marciniak has represented Poland in key international forums, including as Head of Delegation to the EU Working Parties on Public International Law (COJUR) and the Law of the Sea (COMAR), and to the Council of Europe’s Committee of Legal Advisers on Public International Law (CAHDI). He has also served as Vice-President of the Bureau of the BBNJ Intergovernmental Conference on marine biodiversity beyond national jurisdiction under the UN Convention on the Law of the Sea (UNCLOS).

In addition to his diplomatic service, Judge Marciniak has contributed extensively to legal scholarship and education. He served as an Assistant Lecturer at Cardinal Stefan Wyszyński University (2006–2016), and has been a guest lecturer at numerous institutions, including the Polish Diplomatic Academy and the International Tribunal for the Law of the Sea (ITLOS) under the Nippon Programme.

Judge Marciniak holds several prestigious international legal designations, including:

  • Conciliator under Article 2 of Annex V to the UNCLOS,
  • Arbitrator under Article 2 of Annex VII to the UNCLOS,
  • Arbitrator under the Protocol on Environmental Protection to the Antarctic Treaty.

He is an active member of the Warsaw Bar, the European Society of International Law (ESIL), and the International Law Association (ILA), where he serves on the Committee on Submarine Cables and Pipelines under International Law. He is also a member of the Maritime Law Committee of the Polish Academy of Sciences.

Judge Marciniak is a prolific author, having published extensively on international legal issues, including maritime law, the law of treaties, and the Antarctic Treaty System. His most recent work, Settlement of Disputes before the International Tribunal for the Law of the Sea (ITLOS), was published in Elgar’s Research Handbook on International Procedural Law (2024).
